    The Commission of the African Union acts as the executive/administrative branch or secretariat of the AU which comprises of 54 countries and is based in Addis Ababa Ethiopia. The objective of the Trade and Industry is to support the AU to boost Intra African Trade and fast track the Continental Free Trade Area. My key responsibilities includes:
    i.To coordinate, monitor, supervise and evaluate the implementation of projects and programs in Customs Cooperation, Customs law and Procedures, Non-Tariff Barriers, Customs Reforms and Modernization, Customs Capacity Building, Customs Unions and convergence programs as well as Trade facilitation and Regional Integration.
    ii. To assist in formulating appropriate policies and plans of action and develop programs and project proposals, from a Customs perspective, on trade and tariff liberalization and for the improvement of intra African trade and increase Africa’s share of global trade;
    iii. To Prepare Terms of Reference and related dossiers relating to consultancy services and assist in the supervision of consultants based on the values of the African Union
    iv. To Undertake research and Draft specified inputs for technical papers and analytical studies on selected global, regional, national aspects of on Customs Cooperation, Customs law and Procedures, International Supply Chain, Customs Reforms and Modernization, Customs Capacity Building, Customs Unions and convergence programs as well as Trade facilitation and Regional Integration for Experts meetings and reports of the Division.
    v. To Identify and evaluate policy proposals made elsewhere and analyze the effects of these alternative policies and assumptions on Customs Cooperation, Customs law and Procedures, International Supply Chain, Customs Reforms and Modernization, Customs capacity building as well as trade facilitation and Regional Integration for Experts meetings and reports of the Division.

Mr. Willie Shumba

    Currently with the African Union as the Senior Customs Expert and Advisor in the African Continental Free Trade Area Unit, Department of Trade based in Addis Ababa, Ethiopia.

    An effective and motivated personality with over 20 years experience working as a senior manager and executive in Customs Administration from a strategic perspective and national level. I have a wide exposure and practical experience on matters involving trade, fiscal policies, international business and regional integration. I have a solid appreciation of the business environment together with hands-on experience on how the the private sector, public sector and statutory bodies operate.

    I am a trade and customs expert who deals with international organizations and Regional Economic Communities in Africa. I also have practical experience in Customs Project work.

    I have delivered over 100 presentations to customs and trade meetings and stakeholders. Since 2007, I have been a visiting lecturer in Customs Law at the National University of Science and Technology, Zimbabwe.

Mr. Larry Liza

    LARRY was appointed Director of the World Customs Organization, East and Southern Africa ROCB with effect from 1st October, 2015 following a recruitment process managed by the ESA Management Committee on behalf of the Governing Council. Prior to this, he served at the ROCB as Programme Coordinator for the region for a period of 5 years. He is seconded to the World Customs Organization in the region from Kenya Revenue Authority where he served in various roles within the Customs and Border Control Department.

    Larry holds a Masters degree in Environmental Planning and Management degree from the University of Nairobi where he also obtained his undergraduate honours degree in Bachelor of Science. He has various other qualifications in Customs, Information Technology, among others. Larry is also a renowned poet who has performed globally since the age of 4. He serves as a Global Goodwill Ambassador for the White Ribbon Alliance for Safe Motherhood where he champions maternal and newborn health across the globe.

    A leader in international trade, particularly on Customs matters with extensive experience in East and Southern Africa, particularly in trade facilitation, revenue mobilisation, protection of society and security, professionalism in human capital and regional integration. Skilled in Government, International Trade, International Relations, Poetry, Event Management and Proposal Writing.
